DG ECHO’s engagement in humanitarian crises

The world is facing unprecedented and often prolonged and complex crises, ranging from conflicts and natural disasters to epidemics and economic shocks. These crises have far-reaching consequences for individuals, communities, and entire societies. The humanitarian needs resulting from these crises are often considerable in scale, complexity and duration, and require humanitarian actors to constantly adapt to respond in the most suitable and effective way. The humanitarian community has come to recognise the need for innovative approaches that can address the root causes of crises and build resilience in affected communities. One such approach is to explore how social safety nets and shock-responsive social protection can play a role in humanitarian response. Social safety nets, which can include cash assistance and other forms of support, can help vulnerable individuals and communities meet their basic needs and build resilience in the face of crises. The European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) has been at the forefront of efforts to link humanitarian response with national social-protection schemes. Through its work, DG ECHO has shown that social safety nets are an effective tool in addressing humanitarian needs, particularly when combined with other forms of humanitarian assistance. DG ECHO's work in integrating social safety nets into humanitarian responses is part of our commitment to the humanitarian-development-peace nexus approach. Through collaboration with development, and where feasible, peace actors, humanitarian efforts can leverage shared expertise and resources to address complex humanitarian crises. The present booklet provides a compilation of examples across different geographies, different types of situations, as well as different and context-specific levels of engagement. The key takeaways from this work are summarised below.
